Your 13 x 39 puzzle will need to be glued before it can be installed in your frame. Once the puzzle is glued it will become a solid board suitable to frame. A backing board is not necessary, but our frames are deep enough to accommodate the additional thickness within the frame. Never glue your puzzle to a board or foam backing. The moisture from the glue will become trapped between the puzzle and board/foam backing and cause your puzzle to warp.
